EIDBI in Minnesota, explained for parents.
EIDBI is the Minnesota Medicaid benefit that pays for autism evaluation and therapy. Here is what it covers, who qualifies, and how to get your child started.
What EIDBI actually is.
EIDBI stands for Early Intensive Developmental and Behavioral Intervention. It is a Minnesota Medicaid benefit that pays for the evaluation and treatment children with autism need, including the CMDE that opens the door and the ABA, speech, and occupational therapy that follow. Families often see it written as “EIDBI services” on insurance paperwork. Because it runs through Medical Assistance, families don't carry the cost of their child's care.
Who qualifies for EIDBI.
EIDBI is for Minnesota children under 21 who have autism or a related condition and who are enrolled in Medical Assistance. The evaluation confirms that the therapy is medically necessary, and that is what unlocks the funding. At Enlight we work with children from 18 months to 11 years, the window where early therapy tends to make the largest difference. If your child is covered by Medica rather than Medical Assistance, the same care is covered.
How your child gets started.
The path is more straightforward than the paperwork makes it look. There are four steps, and we handle most of the work on each one.
- 1. Coverage. Your child is enrolled in Medical Assistance or Medica. If you are not enrolled yet, our intake team helps you navigate that step first.
- 2. The CMDE. Our Clinical Director performs the Comprehensive Multi-Disciplinary Evaluation in-house to confirm medical necessity.
- 3. The treatment plan. A board certified behavior analyst writes an individualized plan built around your child.
- 4. Therapy begins. Sessions usually start within 14 days of your first call. See the full intake process.
What EIDBI covers.
Once your child is approved, EIDBI funds the full range of care. That includes the CMDE evaluation, ABA therapy, speech therapy, occupational therapy, and the parent and family training that keeps the work going at home. At Enlight all of it happens in-house and in one place, our center in Fridley, so your family is not driving between separate clinics.
Finding an EIDBI provider near you.
Not every clinic is enrolled to bill EIDBI, and the ones that are can sit far from where you live. Enlight is an enrolled EIDBI provider with the Minnesota Department of Human Services, based in Fridley and serving families across the north Twin Cities metro. Because we are enrolled, EIDBI funding flows straight to your child's care without you fronting any cost. You can see the areas we serve in Anoka, Hennepin, and Ramsey counties.

Common questions about EIDBI.
- Is EIDBI the same as ABA therapy?
- No. ABA is one of the therapies EIDBI pays for. EIDBI is the Minnesota funding benefit, and ABA, speech therapy, and occupational therapy are services it can cover.
- Do I need an autism diagnosis before EIDBI?
- Your child needs a completed CMDE to confirm medical necessity. If a formal diagnosis is still the missing step, we help connect you with a provider for it, then complete the evaluation here.
- Does EIDBI cost anything?
- For families on Medical Assistance or Medica, the evaluation and therapy are covered, so cost isn't a barrier to getting your child started. We take care of the paperwork.
- What if we don't have Medical Assistance?
